(Studio) Comment on medicine for sick economy in US. Reporter suggests encouraging investment by substantial tax breaks for profits, but policing it to make sure it doesn't go into pockets or mergers, but into job-creating new investment. Humphrey-Hawkins bill is suggested as way to employ unemployed until business thrives enough to absorb them. Is more important to balance nation than to balance budget. Advantages to economy and to President Carter noted.
