(Imperial Valley, Ca.) Ca. deserts tamed, with irrigation, into nation's. richest farm land. Irrigation canals built with help from Federal government under Reclamation Act of 1902. Laws now overlooked by corporate farmers. Small farmers competition difficult. (Brawley, Ca.) [Dr. Ben YELLEN - Champion of small farming files suit in Federal Court asking government to enforce law. Claims effort to enlist interested has resulted in organization, National Coalition for Land Reform, with other groups joining.] [Coalition spokesman, Sheldon GREEN - says winning suit would encourage return of small farms.]
