[Chairperson bicentennial corp., John BUNTING - was discouraged when neighborhood opposition blocked Port Richmond as site. Says Mayor Frank Rizzo has turned discouragement to optimism. Airport site advantages described.] Disadvantages cited: airport noise, sewage plant odor, refineries' soot, and swampy land.
