North Vietnam puts civilian population on war footing. In Paris, Viet Cong For. Min. says offensive is to defeat American policy of Vietnamization. United States Navy can't explain explosion aboard guided missile frigate Warden off Vietnam coast. Enemy offensive in South Vietnam, a stalemate.

(Highway 13, South Vietnam) Highway 13, north of Saigon, must be cleared every morning of enemy ambushes. Troops push north, refugees flee south Civilians on road sometime hit by enemy fire.
