(Moscow, USSR ) Agreements on envtl. protection and medical research cooperation signed in Kremlin's Great Palace. Soviet President Podgorny, Premier Kosygin, Party Chief Brezhnev, other government officials present, as were President Nixon, Secretary of State Rogers, Henry Kissinger, and others. Pollution treaty signed by Nixon and Podgorny; medical treaty by Rogers and Soviet Health Min. Boris Patrovsky. Brezhnev accidentally breaks champagne glass, a Russian good-luck omen.
