(Paris, France) [US Ambassador William PORTER - says North Vietnam will not discuss discontinuation of offensive.] Xuan Thuy denies North Vietnam invaded South Vietnam. Criticizes discontinuation of talks. Calls on United States to end bombing and Vietnamization.

(Studio) State Department says United States will resume talks if other side will negotiate seriously. State Department will not comment on Kissinger's rumored presence in paris.
