(Studio) President Nixon's speech include new peace offer: United States withdrawal in exchange for cease-fire and release of American POW's. In Paris, North Vietnam and VC negotiators were not interested in peace offers.

(Paris, France) North Vietnam condemn President action as grave escalation. Reject Nixon peace offer. Viet Cong say blockade will fail; Communist offensive will continue. Communists demand United States get rid of South Vietnam President Thieu. President offer makes no mention of Thieu.
