[MUSKIE - says cities could improve with adequate funding.] [MCGOVERN - insures revenue sharing if elected.] [HUMPHREY - says Marshall Plan in Europe, space program worked; so can urban renewal.] Humphrey best received among Mayors, but only Chicago, Illinois's Richard Daley has power to help him get Democratic nomination
