(Salimas, California) Big grower goes out of business; migrant workers lose jobs and trailer homes. Workers and families live on streets of Salinas. Office of Econ. Opportunity learns about abandoned prisoners of war camp built in 1943 for German war prisoners. Office of Economic Opportunity supplies money, Green Berets oversee reconstruction of camp. Field hands fix up barrack rooms. Lease is only for 3 mos, as property is for sale.
