(DC) In June, 2 cases important to government were won 5 to 4 when Justice Rehnquist, who had been expected to abstain, cast crucial vote. Cases involve printing of Pentagon Papers and Army surveillance of civilians. American Civil Liberties Union asks for rehearing of Army case with Rehnquist barred from bench. Attys. for Senator Mike Gravel file similar appeal in Pentagon Papers
