(Studio) Federal Appeals Court orders all 271 delegates won by McGovern in California primary be listed for him as convention votes. Court upholds challenge to Chicago, Illinois, Mayor Richard Daley and 58 of his loyal delegates.

(DC) [McGovern Campaign Director Frank MANKIEWICZ - reads McGovern statement expressing pleasure his California delegates have been ordered seated by Appeals Court] [McGovern Campaign Mgr. Gary HART - says court decision affirms McGovern's hold on enough delegates for 1st ballot victory.] [Democrat Committee attorney, John KESTER - says court should not intervene in political quarrels.] Chief Justice Burger will be called on by those who lost Appeals Court case to convene Supreme Court Appeals Court order is directed at Democratic Party and its chairperson Lawrence O'Brien, and convention will have to abide by court rulings.
