(Studio) Pentagon orders Defense Department personnel to avoid airports charging taxes for passengers using facilities. Philadelphia sets up tax scheme requiring air passengers to pay tax on entering or leaving air terminal. Airlines oppose tax; ask but don't force passengers to pay it. Those refusing to pay fill out forms warning them they might be fined or jailed. 6 places in United States include state of New Hampshire, now collect such taxes; many more consider it. Congress action planned.
