[Majority leader Mike MANSFIELD - says action totally unexpected.] [Senator Mark HATFIELD - believes resignation to have profound impact on cntry.] [Senator Chas. PERCY - states prolonged Congress discussion over Vice President nomination to tear Congress apart.] [Sen Henry JACKSON - says Congress to reject blatant partisan nomination] Congress wants nomination unlikely to seek `76 President seat. John Connally, Governor Ronald Reagan and Nelson Rockefeller wouldn't be approved if Congress backs up stance.
