(DC) Cut to be only 5%. [SIMON - admits figure error; accepts complete blame.] [NIXON - believes gasoline conservation program successful. Individual Americans' response to conservation praised.] Nixon later meets with govs. Govs. hope to avoid gasoline rationing, but higher taxes and outrageous gasoline price increases rejected.
