(Saigon, South Vietnam) South Vietnam invites press to Joint Mil. Commission ceremony but when Communist delegates arrive South Vietnam soldiers prevent reporters from filming and talking to them. Earlier South Vietnam promised reporters they could film and talk freely to Communist delegates whenever they so desired, but now appears South Vietnam holding Communist delegates as virtual prisoners.
