(Studio) Secretary of State Rogers appears before Senate Foreign Relations Committee American reconstruction North Vietnam discussed. Congress fears administration may try to get reconstruction money to North Vietnam by bypassing Congress

(DC) [ROGERS - says administration will consult with Congress about plans for aid to North Vietnam. In all probability this will involve legislature action.] [Senator Clifford CASE - says Congress must be consulted because Congress must appropriate money.] [ROGERS - says can't assure Congress of that.] [Senator George McGOVERN - asks why North Vietnam can be forgiven for war when United States won't forgive American draft evaders.] [ROGERS - says somebody else had to take place of every man who evaded draft. Time is not ripe to discuss amnesty.]
