(DC) Carter's statement to UAW (United Automobile, Aerospace and Agricultural Implement Workers of America) in May with regard to plans to propose national health ins. program in 1978 and Department of Health, Education and Welfare Secretary Califano's statement now of possible delay in schedule noted. [CALIFANO - cites administration plans with regard to program.] Senator Edward Kennedy's sponsorship of health insurance noted. [KENNEDY - has talked with White House; notes information recd.] President's domestic affairs adviser Stuart Eizenstat's response to Califano statement quoted. Reluctance of some Congmen. to take up health insurance next year noted, along with real push for it from some liberal Democrats and organized labor.
