(Studio) Govt. says fuel shortage has eased some due to conservation and temperatures little higher in eastern part of country today. Govt. also says if energy conservation stopped there'll be crisis again immediately. Crisis conts. in upstate New York and Army sends troops to clean streets in Buffalo.

(Buffalo, New York) Buffalo mayor Stan Makuwski declares state of emergency. Crisis in Lancaster, New York, noted, where town supervisor Stan Keysa has hired private crew to clean snow after giving up on state and federal help. [KEYSA - notes problems in getting aid.] Frank and Debbie Phillips, new residents of Lancaster, get out today for 1st time. [PHILLIPS - says people with equipment are 1st ones they've seen since Wednesday] Phillips couple stayed with Frank and Helen Collura and sons Steve and Nick. [COLLURA - describes being stranded.] [Helen COLLURA - says they managed to get thru it.]
