(DC) Reporter notes practices of ease from Calvin Coolidge to Dwight Eisenhower and advent of overwork with Kennedy administration Notes effect of overwork on Bay of Pigs affair and comment of high official concerned with Cuban Missile Crisis with regard to fatigue of participants; also comments on former Interior Secretary Stewart Udall at party, asleep standing up. Reporter commends Carter suggestion to government workers not to work too hard, but notes Congress carrying it to point of taking week's vacation after only month at work.
