(Studio) New Panama Canal treaty negotiating team arrives in Panama Sunday: chief negotiator Ellsworth Bunker and Carter representative Saul Linowitz. Concern of some Americans in Canal Zone with regard to control of Zone noted.

(Panama Canal Zone) Some Americans here say Carter slipping in campaign promise to retain practical control of zone. [MAN - says many feel Carter's gone against promises.] Importance of Americans' jobs in zone noted, but though they have been told they can keep jobs under Panamanian rule, such rule would be dictatorship. [2nd MAN - says morale is low; he just got back from looking for job in Florida.] [3rd MAN - lists services to be lost to Americans if zone taken over by Panama.] Conditions in zone noted; American zone residents' best hope is with United States Congress, where, in Senate, there probably aren't enough votes to ratify treaty.
