(DC) [Challenger James MOREAU - says he hopes to find out truth.] [LA Representative Richard TONRY - says attys. lie.] Fight over seat began when Moreau charged fraud when Tonry declared winner of seat. Case has gone through LA state channels, now lands in House Background of case noted. New Orleans cnclman. Moreau says it's more than old-style pols. this time. [MOREAU - says true issue is right of people to elect whom they vote for.] Tonry admits possibility of fraud; says it's on both sides. [TONRY - says charge he voted several times is ridiculous.] Congress must now decide case.
