(Studio) Weather conditions in IN and West Virginia noted; estimated unemployment due to weather and fuel shortage cited. Situation in Buffalo, New York, probably worst.

(Erie Cnty., New York) Situation in Buffalo getting better; federal disaster chief won't yet ask President Carter to declare it federal disaster area, but Erie Cnty. executive officer sends telegram to Carter asking for immediate aid. Residents of Hamburg Saint in downtown area say help needed. [Tom NUNAN - describes situation.] Power failure at plant supplying natural gas to area noted. Problems at nursing home outside Buffalo cited.

(Morgantown, West Virginia) Case of Stockbridge family noted. [Rescue volunteer James GREGG - describes family's condition.] Reporter notes details of National Guard rescue in Preston Cnty., West Virginia; victims are brothers Budgie and Howard Stockbridge, Budgie's wife Nellie and son Budgie. [Son, Budgie STOCKBRIDGE - describes situation and attempts to get fuel and help.] 2 older men and young 1 want to get back to farm. [Howard STOCKBRIDGE - tells woman to put his shoes on.]
