(DC) Ford administration opposed anti-boycott legislature; Carter administration supports it. [VANCE - says new policy is that any foreign boycott-motivated discrimination against United States persons because of religion, race or national origin should be out-lawed.] Senator at present considers 2 anti-boycott bills. [VANCE - says as presently drafted, bills would be unhelpful to Mid. East peace; says Arabs don't want United States to dictate to them how to make own laws.] Vance doesn't deny Arabs' right to boycott Israel, only right to extend it to American companies and American Jews.
