(Capitol Hill) [BUCKLEY - proposes Pres resign to protect office of presidency. Lack of satisfaction and credibility makes President' resignation a must whether he's innocent or guilty of Watergate crimes.] Buckley's views shared privately by many Congmen., although they won't admit it publicly.
