(Studio) Carter administration has pledged work towards better US-Cuba relations Secretary State Vance tells House International Relations Committee progress being made, but Zaire situation may pose problem.

[VANCE - notes indications of answer.] Zaire situation, which has caused President to send aid to cntry., may create problems, but Vance doesn't accuse Cuba of involvement. [VANCE - says there's no hard evidence of Cuba involvement.] Effect of Cuba involvement in Angola on relations with United States cited.
