(Studio) Congress to begin debate this week on bill to control strip mining.
REPORTER: Floyd Kalber
(DuBois, Pennsylvania) Effective strip mining bill in trouble. Tough Pennsylvania strip mining laws now exist; such a national bill needed. If law not tough, miners may just move to West states where laws lax. [EPA John QUARLES - says plans underway to strip great West plains; regulations needed.] Need for ntl. bill more urgent since energy shortage.
