(Studio) Many Americans eligible for food stamps don't use them.

(Charlotte, North Carolina) Charlotte local community action agency conducts program to tell people about food stamp program and help them get stamps if eligible. United States Department of Agriculture being sued for not setting up government programs in each state to explain food stamp program. Richard Higgins family has benefitted from local program to explain food stamp plan.
