(Studio) Senator Edward Kennedy announces plans to withdraw from `76 presidential campaign.

(Boston, Massachusetts) [KENNEDY - says he can't make full commitment to `76 campaign because of family. No event can alter decision.] Reporter questions Kennedy with regard to Chappaquiddick. [KENNEDY - states decision would have been same regardless of Chappaquiddick tragedy.] Asked if victory would be sure if he decided to run. [KENNEDY - likes to believe victory would have been his.]
