[ROCKEFELLER - believes Nixon's acceptance of pardon same as admitting guilt.] Senator Robert Byrd questions Rockefeller's opinion with regard to Ford's promising White House tapes to Nixon. [ROCKEFELLER - thinks Ford must have had some basis for making decision.] There's little doubt that committee to vote to confirm Rockefeller as Vice President
