(DC) Congress reaction negative. Senator Howard Baker says pardon reinjects Watergate into political air. His mail 9-1 against pardon. Senator John McClellan calls pardon mistake. Senator Sam Ervin says pardon closes Nixon investigation. [ERVIN - says pardon aids and abets cover-up operations.] [Representative Jerome WALDIE - says impeachment inquiry should be reopened.] [Representative Tom RAILSBACK - says timing not good.] Representative Peter Rodino opposes reopening inquiry. Senator Robert Byrd says nothing Congress members can do but to await special prosecutor's report
