(Studio) Officials from Buffalo, New York, ask Congress today for monetary aid in relief from bad winter.

Buffalo beginning to recover but due to weather and natural gas shortage, long-term unemployment will be major problem; at present federal disaster aid doesn't include snowstorms and long unemployment.

(Studio) Upper Midwest and parts of West have snow and rain today. Farmers and officials say more needed before relief of drought comes.
