(Studio) Report on new FTC (Federal Trade Commission) rule.
REPORTER: Tom Brokaw
(DC) Loan and finance companies put up cash for merchandise on credit. Buyer still had to pay company even if item defective, misrepd. or not delivered. [FTC Joan BERNSTEIN - cites rule's advantages.] Rule goes into effect in May and lets customer quit paying for defective merchandise and demand all money back. Loan and finance companies say it'll be harder to get credit and will cost more.
