[CARTER - (translation on screen) notes meeting of Organization of American States general assembly in Atlanta, Georgia, 3 years ago, when he spoke to group.] President promises new Panama Canal treaty to recognize needs of Panama and US interests. Also remarks on attempts to normalize relations with Cuba.
