(Los Angeles, California) Customs agents going through oil tanker log books and port customs records to see if they were falsified for profit during energy crisis. Los Angeles power department paid $25 per barrel for oil at height of embargo. [City utility official Carl OSBORN - says in December `73 power company competing with other companies for limited amount of oil available; high prices were paid.]
