(DC) For 2 years, Washington, DC wrestles with energy problem. Federal Energy Administration says situation worse now than before embargo because demand rising and production falling. House Ways, Means Committee's tax on gas guzzlers explained. Auto makers and their unions leaned on Congress to keep committee 's bill relatively soft; unemployment given as reason for soft tax by auto makers and unions.
