(Studio) Civil Service Commission chairperson Robert Hampton acknowledges secret investigations by his agency show widespread political patronage and racial discrimination throughout federal bureaucracy.

(DC) Reports reveal worst patronage occurs in HEW; General Services Administration and SAB also named. [HAMPTON - says political patronage very organized; reached height during Nixon administration] [Representative John MOSS - thinks inaction by Civil Service Cmsn. responsible for violations. Commission failed to do its job.] Report indicates there are management problems in every government agency. At least 2 Congress cmtes. initiate own investigation.
