(DC) [CIA director Stansfield TURNER - notes president has directed him not to object to public release of single, overall budget figure of intelligence community; says detailed budget in enemies' hands could be dangerous.] Intelligence community incls. at least Il agencies, whose separate budgets won't be released; agencies listed. Former CIA dirs. Richard Helms and William Colby object to releasing even overall figure Turner is commended by committee for quick firing of 2 agents who rptdly. gave former CIA employee names of firms where he could get explosive devices to sell to Libya. [TURNER - says he didn't feel agency under full control after learning of situation.]
