(Studio) Democrat-controlled House votes down budget proposal drafted by own Budget Committee; prominent members say it's president Carter's fault.

(DC) Debate with regard to defense budget; details noted. Speaker Tip O'Neill blames defeat on Defense Secretary Harold Brown, but Budget Committee chairperson Robert Giaimo blames Carter. [GIAIMO - says committee Democrats are telling Carter he can't have it all his own way.] Some representatives say president is too pro-bus. and-pentagon and will have to learn to compromise.
