(Studio) Egyptian President Anwar Sadat has arrived for mtgs. with President Carter with regard to Mid. East peace.
REPORTER: Harry Reasoner
(DC) Carter avoids statements in welcome speech that might please or offend Mid. East ntns., but Sadat takes initiative. [SADAT - says Palestinian question is crux of problem and politicalentity is needed for them, so they'll cease to be only refugees.] Importance of talks noted; Israeli prime Min. Yitzhak Rabin left from earlier visit not entirely pleased with Carter stand. Carter must find balance between relations with Arabs and Israel.
