(Montreal, Canada) Soviet cosmonaut speaks of Soviet space law at ABA mtg. Secretary of State Henry Kissinger rejects proposal for international organization to only have right to dig up ocean floor for natural resources. [KISSINGER - says United States can't keep sacrificing its own interests to prolonged negotiations.] United States won't accept any limits on United States companies mining in international waters. Technology of deep-sea mining not yet completed.
