(Studio) Congress gives bipartisan support to President Carter's negotiating stance with USSR with regard to strategic arms. However, Gerald Ford criticizes Carter handling of talks in Ann Arbor, Michigan, speech. (Film shown.) [FORD - says admin. went to Moscow with too optimistic view and there was too much publicity before and after trip; has impression, since Secretary of State Vance's return, US-USSR relations at low point.] Admin. denies miscalculation in talks and says progress can be made.
