(Studio) House approves human rights amendment to foreign aid bill that's tougher than Carter requested.

(DC) Amendment's wording cited; Carter wanted less strict language used than House voted. Bill now requires United States to vote no to ntns. violating human rights. [Tom HARKIN - says now posture and policy won't differ and Congress playing role in foreign policy development] Indications are Senator may not be so strict. Vote is sign to Carter that Democrats want say in foreign policy.
