(Studio) Labor Department announces wholesale price hike in March; economy editor Dan Cordtz says demand for consumer goods also up and latest developments may mean trouble for Carter's tax rebate. Congress still considers economy package as it takes Easter break. Carter announces new way to get rebate.

(DC) Carter tells Senator he's found federal money to almost pay for rebate. [CARTER - cites need for rebate.] Proposal hurt by Carter water project cuts; President is asked if he'll trade some votes. [CARTER - doesn't want to become known as trader; will reassess projects 1 by 1 and realizes admin. to lose some votes.] President signs drought relief bill. Aides say vote with regard to water projects and tax rebate is too close to call.
