(Studio) Jimmy Carter says he'll tone down attacks on President; some aides express concern that, if contd., it might backfire. Chief Carter adviser is Atlanta attorney Charles Kirbo, who is now preparing for interim period between November and January in event Carter wins election.

(Atlanta, Georgia) Kirbo is member of Atlanta law firm of King and Spalding; says all activities now directed toward election. [KIRBO - says it would be irresponsible not to give consideration to requirements between November and January if Carter wins.] Attorney Jack Watson is in charge of transition. [WATSON - cites planning in the works for 1st mos. of administration as well as interim period.] Efforts of Carter policy planning group noted. Kirbo says they're planning now so if Carter wins, they'll know what to do when November 3 is here.
