(Studio) Comment with regard to reports of flexibility in United States and USSR Strategic Arms Limitation Talks (SALT) positions.

(DC) Reasons for flexibility on both sides noted. Fact that Brezhnev wants to shed image that he's main obstacle to agreement and specter of American cruise missile causes USSR to be ready to talk. United States wants to make agreement with Brezhnev, because any successor to him will probably be of military background, due to age of Nikolai Podgorny, Alexei Kosygin and Mikhail A. Suslov.
