(Studio) Congress allows Treasury Department and IRS (Internal Revenue Service) wide space in which to make tax rules and collect money. Treasury now talking of taxing fringe benefits.

(DC) Details of proposal noted; officials at Treasury say wouldn't be major source of revenue. Head of Retail Clerks Union says tax would cause taxpayers' revolt. [Union president James HOUSEWRIGHT - says union believes Congress would have to intervene and bring about tax justice.] Airline Pilots Association writes members to protest to Congmen. and has protested to Treasury Secretary William Simon, who says he won't be influenced by protests and will make decision within week
