(Studio) Campaign promises with regard to defense budget cuts and welfare reforms seem more complicated as problems facing President-elect Jimmy Carter. Carter ends 1st cabinet meeting today.
REPORTER: John Chancellor

(Plains, Georgia) Dr. Harold Brown says defense budget can't be cut next year as Carter apparently pledged. [CARTER - says what he promised was management of Defense Department so to save $5-7 billion; says it was done after study with Brookings Institution] Brown won't comment further on own statement. [BROWN - says he won't comment on quote of someone else noted by reporter] Department of Health, Education and Welfare Secretary-designate Joseph Califano attempts to clarify own statement that welfare reform may have to wait for economy recovery. [CALIFANO - says some parts of welfare reform require large amts. of money; will have to have economy recovery.]
