(Studio) Henry Kissinger says Vietnam has no right to United States foreign aid because they've broken every provision of 1973 peace treaty. United States and Vietnam representatives begin talks in Paris, France, with regard to normalization.

(Paris, France) United States delegation is led by assistant Secretary of State for E. Asian and Pacific affairs, Richard Holbrooke; Vietnam led by deputy foreign minister Phan Hien. Is 1st meeting between delegations of 2 ntns. since fall of Saigon. Mtgs. begin 2 mos. after Woodcock commission on MIA's trip to Hanoi. Holbrooke has said United States ready to recognize Vietnam if Vietnam conts. to be helpful in accounting for MIA's. For Vietnam, key issue is reparations. [HOLBROOKE - says 1st meeting is frank and friendly but can't say more.]
