(Studio) Senator Hubert H. Humphrey announce his decision not to participate in pres. primaries.
REPORTER: John Chancellor

(DC) [HUMPHREY - thought he could win New Jersey primary but pressures of Nebraska and OR primaries would be on him. Doesn't need to be ridiculous at this stage of life. Shall not seek president office but will be around. Hopes to hear more from Carter with regard to issues before election. Will help educate Carter.] Humphrey says Carter will arrive at Democratic Convention with healthy batch of delegates. He urges candidates to continue campaign.

(Studio) Humphrey has had health problems and there were campaign fund irregularities in his last campaign. Report on Jimmy Carter's reaction.]

(Albany, Georgia) [CARTER - says deadlocked convention is now less likely. Humphrey decision won't change our strategy much.] Advisers feel bitter campaign now will be avoided and are relieved by decision.

(Studio) NBC News poll in Pennsylvania primary showed 40% Democrats would have voted for Hubert H. Humphrey if he'd been on ballot. Senator Henry Jackson and Representative Morris Udall say Humphrey's decision will help them.
