(DC) Representative Paul Simon and New York Democratic leader Joseph Crangle to file committee papers with FEC. Committee to begin raising money. [SIMON - says Hubert H. Humphrey will have 300 delegates on 1st convention ballot. There would be shift to Hubert H. Humphrey on subsequent ballots.] [HUMPHREY - says Simon and Crangle feel convention might turn to him and they should be prepared.] Hubert H. Humphrey to reassess his position after primaries.
